Facebook have a powerful tool for events creation, you can create your event and invite your friends, and let your friends invite others, any Facebook event can be set to be private which means the event will be visible to people who are invited only or public events which will be visible to anyone.
People will confirm attending your event and others will just show interests while others will decline.

When the events page is loaded, you will see +CREATE button, just click that and you will start to follow onscreen guidelines to complete your event.
